The Equality Delivery System (EDS) is a set of guidelines for looking into how we are meeting the needs of people from different backgrounds. It helps us to see where we need to improve.

Who we are

The Equality Delivery System (EDS) is a national tool for reviewing and assessing how we are meeting the needs of people from different backgrounds and identifying where we need to improve.

We introduced EDS in January 2012 to replace our Single Equality and Human Rights Scheme and action plan, and progress was reviewed in March 2013. The EDS2 has now been introduced and progress was reviewed against EDS2 in March 2015

A summary overview of EDS2 performance is below:

  • Achieving - Total: 11 - Outcome: 1.2, 1.3, 1.4, 1.5, 2.2, 2.3, 2.4, 3.1, 3.2, 3.5, 4.3
  • Excelling - Total: 6 - Outcome: 1.1, 2.1, 4.1, 4.2, 3.3, 3.4, 
  • Developing - Totals: 1 - Outcome: 3.6


Participating in EDS publishing equality information and equality objectives ensures compliance with the Public Sector Equality Duty (PSED) under the Equality Act 2010 (EA 2010).

The EDS2 grades have been agreed with staff, staff networks, staff side, Patients Council, Healthwatch, the community and the shadow governors.

The EDS2 will improve the way in which people from different groups are treated as service users, carers and employees. The intention of the EDS is that wherever you for NHS services you will find organisations working to the same set of goals around equality and human rights.

These are:

  1. Better health outcomes for all
  2. Improved patient access and experience
  3. Empowered, engaged and well supported staff
  4. Inclusive leadership at all levels.

What makes this different from everything else that happened before?

The EDS2 has been developed in conjunction with staff, patients, community groups and other stakeholders. It is one of the first products initiated by the National Equality and Diversity Council. The EDS aims to drive up equality performance and embed equality into mainstream NHS business.

To make EDS2 work properly it's extremely important that we not only speak to the whole community but that we involve them in the process of agreeing performance grades. There will be opportunities for local communities to help us govern what we do around equality and diversity. This could mean being involved in rating how well we are performing on EDS2 on an ongoing basis and helping us to ensure that we are providing services that meet the needs of people across all protected characteristics (protected characteristics are what used to be referred to as equality and diversity 'strands' such as disability, race etc; see full description below).

What are protected characteristics?

Protected characteristics refer to all the different groups of people that are protected from discrimination under the Equality Act 2010. These are:

  • Age
  • Disability
  • Ethnicity/race
  • Gender
  • Gender reassignment
  • Marriage and civil partnership
  • Pregnancy and maternity
  • Religion and belief or lack thereof
  • Sexual orientation

What can I do to help?

You can do as little or as much as you want but some of the things we need help with are:

  • Being involved in any community events that we arrange to feedback what you think we should be doing better and what is working well in relation to equality.
  • Getting involved in community groups where you will use your expertise to advise the NHS of how it can be responsible to the needs of local communities.
  • Become an EDS champion - help us take this work into the centre of communities.
  • Just talk to us - if you have an idea or solution to a problem why not tell us, we might be able to use it.
